Alright! My original plan worked. I tried so many other methods but they were just getting annoying. I'm so excited that I found a way to make this since it was screwing with me earlier today.

His head looks too big and makes him look like a monkey. But if I shrink it it still looks weird :/. Also, do you think I should model on fingernails, or leave them to textures?

Unless you want to make a cutscene of him clipping his fingernails, texture. Also, for the hair, the reason why I said just extrude some quads to model a "crown" then make the inner spikes cones is because the result would be much better although being the most difficult way to do it. Your method is fine if you like to keep it low poly, but raising poly count of hair like that makes it look weird. That's why for this specific kind of hair I prefer a "crown" of outer blades made with quads (with exception of the tips) then the fewer inner spikes with cones (But for Goku type hair the best way is modeling out separate cones, especially for animating transformations but they have to be modeled in a certain way, like in the PS360 games). Also, in the front view his hair goes down the center too much and in the side view his hair slants down too much towards the ears. Look at the ref image and make his hair slant down to the ears in more of a 90 degree-ish angle. That's probably why he looks a bit more like a monkey If further design issues show up feel free to stray away from the reference a bit too if it makes it look more like the character. Final suggestions is the eyes "puff" way to much in. Make the eyebrow to eye transition flatter. Also his knee caps pop a bit too much out. That's all I have to say for now

Ok, thanks again. For the hair, would you start with a cylinder or something and extrude? Or make a face and then a ring of those faces? I'm just a bit confused on how I'd go abut it. I tried the extruding thing but I ended up with really thin spikes since I had 2 inner rings at the top and tried to extrude every other vert.

Yeah, make them thicker. Also, make the hand a bit larger, when he puts his hand in a fist it'll look a bit to small, but that's my opinion It's a good idea to make the finger spread out when modeling because it makes the fingers much easier to rig. You can pose the hands to a curved position when you're done rigging.
