Where can I request a character or stage?

I need someone to do this for me atm because I suck xD
But seriously, I've been searching everywhere and I can't find much stages or character models that work on BlitzSonic 3D Unleashed 2.2. Can someone help me out?

You can't request anything, unless someone explicitely says he's taking requests. We're not your personal army :>
Also, just search the internet (Youtube etc.), I guess you'll find something. Stages should work on every engine unless the creator of said engine messed something up. Animations will be fucked if the model you're using is made for a different engine.

But as CarrierHack said, the only way you'll get someone to create a custom stage for you is if they are doing requests.

On the other hand, if all you are looking for are downloads, you could just PM anyone on YouTube who has a stage. Just ask them nicely and you'll get more responses. People who have made nice stages are sometimes bombarded by "snd me teh satge plesse!1" so its good when someone sends a nice polite request.
