Fragmotion will be the most easier of the two. Since it will be more of a pain in 3ds max when it comes to high poly models. Only reason why people rig in max is because they have the basic lower poly mesh that is rigged and then they make it higher without it affecting the rig at all. Plus your going to lag when you try posing that model in 3ds max.
It does that with the Sonic model from Unleashed. Cause its trying to update the scene. Thats why in cgi scenes they use dummy models. Then render with the higher poly models.

Says the Unleashed Models when I rip them into 3ds Max. But oddly the Generations models work and are completely smooth when posing it. I think its something with how its converted I guess.

I think you should rig this with 3DS max, it will be a lot easier to rig with weight paint than rigging every individual vertex with Fragmotion. It shouldn't lag with 2012, unless you have the problem my school computers have, where it does that autosave feature, slows down a little, then lags terrible. Mine at home is fine.
