Don't try to gradually lower the poly count back. You'll just end up with tris. I don't like trees. It'll make it a bit harder to rig. But one or two tris won't matter much. If you want to lower polycount you'll have to be a bit creative here. It's different every situation. I suggest deleting the multiple edgeloops and replacing them with just one or two if you can. Another suggestion for the eyes is to pull them to the right more in the side view. You know, to give the eyes a better shape, make it look more rounded for the eye mesh.

Assuming you're using Maya, to fix the shading issue select your mesh, go to normals, then soften edge. If that doesn't work then select the face that has the issue and select normals, then reverse normals. If THAT doesn't work then mess around with the normals tab and try other tools like confrom with your whole mesh selected or average normals.
As for the quills, I think the middle one should get smaller vertically and the top one should get slightly bigger. Also, the two top quills should move out more to look better in the front view. Not too much but not too little.
