Not entirely, I got a PSVita as a present for passing the school year, and I'm satisfied with it, although there is a lack of games, but that will change in due time, I'm not complaining since I didn't pay for it

In my opinion very much yes, the only downside is the lack of games, but supposedly there will be games released for the vita later on this year, such as Assassin's Creed III Liberation
