By opinion:
With green hill zone I belive it evolved naturaly by nature and no other modifications.
Chemical Plant Probibly was created be certain people before sonic was born but over time, it was no longer treated with caused a meltdown there.
Sky Sanctuary was possibly created by gods and the death egg is still there dure to Classic Sonic and Modern sonic seeing each other causing an unknown paradox.
Speed highway was possibly under constrution in the classic level but wasn't on the modern level.
City escape was probibily a level which GUN is to capture any person like sonic and is friends.
Seside Hill was possibly a set up and overtime, possibly from the water to make it 3D.
With Crisis city was in the future so it must be where Classic sonic is in the city encoundering the flames and tornado portion but modern sonic takes the skyscraper and wirlwind porsion in order to restore it.
Rooftop Run Classic must have been when professor pickle from sonic unleashed is still back in his univerity but modern sonic would have ran threw the level like before. Also classic sonic's route is similar to the Rooftop run night in the PS360 version.
Planet wisp is more like a recreation of the planet wisp in both the Wii and DS versions of the game. Classic sonic's stage is like the DS version but the Modern one is a mix of acts 1,3,4&6.
Something tells me it similar to my opinion to crisis city but Classic sonic's level need to be side scroller but modern sonic couldn't spindash with the pink spikes. This is basicly my deep thoughted opinon of the origins of the levels in Sonic Generations.
